In this neck of the woods APS or Arizona Public Service, is pretty much the power company for Navajo county, a county in which I have a lot of my listings, and the county I live in. Over the past year or so, APS has changed some things about how they do business with the public.
This is the larger picture of what happened in land sales for 2008 compared with 2007. This looks to be just a bit better than what I showed you for the Snowflake / Taylor area...but not by much I'm sorry to say.
Land sales were way down this year for the Snowflake / Taylor area, compared to last year anyway, and again I have to stress 2007 was a tough year here.
2008 isn't over yet and there's still 36 pending escrows showing on the MLS as I write this. But again I would venture to say most of those are probably set to close after the first of the year for tax reasons.

In this area people sometimes find they have neighbors they didn't know they'd have. Most of the land outside the municipalities are in what is known as "Open Range".
Again, I'm not a lawyer, so take my word with a grain of salt here, but the way I understand the law is as follows:
