TEMPE - Lance Payette, a civil deputy Navajo County Attorney, was named by the Arizona Narcotics Officers' Association (ANOA) as the drug attorney of the year. This marks the first time in its 22 year history that ANOA has recognized an attorney other than a criminal prosecutor.

James Vinton Garcia was arrested by Springerville police officers on July 11 when a resident phoned them about a suspicious person asking to sleep in a ditch by their residence. After Garcia approached the resident a second time to ask about starting a fire to keep warm, the woman became uneasy and phoned police.
